Professional Edition - Do you have to be a Sys Admin to create dashboards?

This is the only way I've been able to grant this access, which seems odd.

    Hello Eric, there's no flexibility with profile/permission management in Professional Edition. You cannot make modifications to standard profiles like Standard User or create a custom profile. So only the users with System Admin profile can create a dashboard.
