were is the new case option in console view

Question

Is there a way to edit the Create New dropdown box in the Console Tab?  I seem to have different options for different users even though the role & profile is the same, and the Console view is the same.  One user can choose case from the dropdown and it is not showing for the other.  Is this specific to the user profle?

I actually just fixed this....by changing the tabs on the home page for user, now the create new case is available.

That's why I'm a bit stumped on this one.  This user is a system admin & has access to everything.  Create permission on a case is allowed, and he can do this from any other screen....just does not show on the dropdown box of Create when in the Console.
