Tab settings for users in a profile are not overridding

I followed the instructions on https://na7.salesforce.com/help/doc/en/users_tab_visibility.htm#.topic-title to override the tab settings for a custom profile that I created, so that users in that profile would always see the same tabs.

However, when I check "Overwrite users' personal tab customizations" it keeps getting unchecked. What could be causing this, and is there a solution?

This means that new users will not have the correct tabs unless they are customized individually for that user which is a pain.

Note: I am using the Nonprofit Starter Pack with the Salesforce Enterprise Edition.

Like I said, I don't have much experience with NP. It's possible that something in the NP App is blocking it. (I'm assuming that you have Full Admin Rights)
