
Click Setup
Click Manage Users
Click Profiles
I did that, and I do not have "Profiles" listed under my Manage Users. All I have is the following:
Users
Queues
Login History
Training History
Why do I not have the Profiles link?

Only Enterprise and Unlimited Editions allow you to customize profiles. If you are on a different edition, that is most likely why you are not seeing that option.
