How to make a user or a profile Queue manager?

Some users wanted to be Queue Managers, so that they can transfer and edit the leads in the queue.

 

Anyone know how to achieve this in SFDC.

    You can create Queues with Queue members and assign Leads to a Queue but Queue membership just means they have access to the Leads in the Queue and can be notified if a Lead is sent to the Queue. Actual Editing of the Leads needs permissions on the Lead object at the Profile level.
