Can I restrict all of my users from logging into Salesforce?

I would like to restrict login to all of our users for a designated period of time. I've been looking at Security, Manage Users, can't find anything.

I have Professional Edition.

Eugene, Sam, I cannot find "System" to find "Login Hours". Where is this option? I went to a user profile, looked on the left side bar again... I can't find anything like that.
