At a recent ##AskAPardotExpert session I asked the following question (when using the new lightning app template builder)
"Our previous marketing service had an option for recipients to view the email in a browser. Does Pardot have this functionality and where can I learn more?"
We couldn't find the answer at the time, but after some research and experiments, I was successful using the following two merge fields in the email content builder:
{{View_Online}}
{{Resubscribe}}
So far, it seems to be working out great, but a bit more testing is required!

Yeah-- circular problem. It's really only intended for the prospect to do it, not for you to do it. The only true way to make it work is to use the operational email feature in Pardot which isn't really intended for one-offs, and according to its intended use case would be more for some operational communication purpose and an "oh by the way you're opted out of marketing emails".
