Is it possible reuse form handlers in Pardot? What is the impacts?

I ask this, because we had a situation that Form Handler save one of completion actions changed in "cache".

We use form handlers with third-party (Form Assembly), and we map some campaigns in FA, and create a contact and campaign member and assign these campaigns. 

In Form Handler we have 3 completions actions:

• Change prospect custom field value
• Add to list
• Add to CRM Campaign

In completion action "Add to CRM Campaign", I change the Campaign (old: 2019 - to new: 2020) and change the status to Added and save.

When we submit test records, we didn't check after some time if the old campaign is added to record or not... but yes, it's added.

The form handler save "cache"? What do the hyperlink "Refresh Data"?
