In Lightning clicking Edit as Draft on a published article that I created results in a "locked" message and a draft is not created.  I am the System Admin.  If I go to Classic and click Edit on the same published article, a draft is created.  Then I go back to Lightning and view the draft and I can edit then Submit for Approval.

Does anyone else see this same behavior?  I am somehow missing a permission? Is this a known shortfall of Lightning? Is there a Known Issue (I can't find one)?
