We have complex approver , where depending on the criteria the list of approver can change. In this case how do you setup the approval process?

Other options to consider.... You can have field(s) in the object that are lookup to the User object, then set the Approval step(s) to be approved by that field (Related User). Then you can set that lookup field on the object using Process Builder or a combination of Process Builder and Flow (which is an Autolaunched Flow).
