Do Content object records count against limits for Data or File storage?

When we migrate Attachments to Files, each Attachment record will create several Content object records (document, Version, History, etc.).  We have 6MM+ attachments to migrate so I need to know if all of that is just File storage or if any of that will consume Data storage limits.
