My lightning rollout is on hold pending a bug fix... Creating a new quote may not copy all the opportunity products over to the quote. Basic function still not working. Are you affected? Let them know!
FWIW, I find the behavior inconsistent (it works for me as the admin, not for my users). Note that their 'workaround' works... IN CLASSIC.

I'm a year late and now the article has updated to "No Fix" - it's affecting me too. @Bruce Peltzer, did you end up solving the issue to roll out Lightning?
