I have 2 users with same profile, role and permissions.

However when I test login as each user the default page after login differs

1 - User lands on Lightning App with Home tab selected.  (Desired behavior)

2 - User lands on Lightning App but no tab selected instead they see app launcher.

Attached is file with screens comparing two different pages seen at login.

Any thoughts?
