I have to move the "File" Quick Action to Salesforce mobile to be third in the list of quick action buttons. I am going to the custom object's page layout in Lightning and moving File to be third in the list (behind New Task and New Event). I don't see the change in Salesforce Mobile. Do I need to go to Publisher Layouts and make this change there as well? Technically, I need this change in all of my 30+ custom and standard objects to reflect in mobile...I don't want to change desktop, only mobile. 

No record type exists for the custom object I am trying to change.

Any ideas?
