Hello.
We have a field Work_Type__c picklist field on the Milestone object that references a Picklist value set. We want to instead add picklist values manually. Is this conversion possible or do I have to create a new pick list field and then add my picklist values manually?

No, you can't convert it — Salesforce doesn't provide a button/toggle in Setup to switch a picklist from "uses a Global Value Set" to "enter values manually"(or vice versa) for an existing field.
Go to Setup → Object Manager → Your Object → Fields & Relationships → Your Field
Click Edit
You'll see the picklist is tied to a Global Value Set — there is
no optionhere to detach it and switch to manual values. This choice is locked in at field creation and isn't editable afterward.
