Setup: Opt Out of Customer Data Access - On by default?

I happened to see a post on LinkedIn (Cecilia Chiderski's screenshot used here).  Having this setting turned on does not align with my current org's policy.  I had no idea it existed, and don't know how long it had been switched on in our org.  I've switched it off and thought I'd share in case anyone else didn't know about it.
