Unable to complete: Setup with Agentforce for Admins Manage User Access, Error Message all the time.

Einstein is ON, I was able to complete previous steps, but in the step 3, error message all the time:

I am running into this same issue as well. I have tried opening new sessions, rewording the prompts, clearing my safari session cache, and using a private / incognito window. I get the "Live Chat Outage" message every time. It worked once when creating a permission set.
