Help me understand community license overage

Question

I'm not understanding how we can be using more Customer Community Member and Partner Community Member licenses than we have purchased. The system won't let me make a contact a Community or Partner user if we have 0 available User License for these two type. So how can my usage based entitlements show that we're using more than the allowed number of licenses? My understanding is that these are named users and not login based users. Can anyone explain this discrepancy for me?
