    This message means all of your Salesforce CRM Content User licenses are already in use. To fix it, you have two options:

    1. Reassign an existing license – Go to Setup → Users and remove the Content User license from someone who doesn’t need it, then assign it to the new user.
    2. Purchase additional licenses – Open a Salesforce support case or contact your Salesforce account executive to add more CRM Content User licenses.

    There’s no way to bypass this—Salesforce requires an available license for each active Content User.
