I am facing a issue related to project object i.e prpject records are not getting created in my dev sandbox although its working fine in testing orgs and production as well. I checked the permissions package version all are looking good but still we face this issue. Please let me know if anyone has faced the similar issue OR if we have any setting required to get this worked.

I see where you have also opened up a case with our support team, and I will be able to follow up with you there by email.
Project creation not working is usually tied to the template trying to be imported. First we would recommend trying to import the template from the import template tab with real-time project creation turned on.
This is the best way to bring any issues with importing to the front as an error message will show on the page what is blocking it from importing as expected.
