can we avoid to create Enablement measures while creating the Enablement Programs? As in myTrailhead we were not suppose to select Object, Name and Date of Service during creation of it. Is it necessary?

Measures (and the milestones or outcome that reference them) are optional in programs. You can create programs that only content content. 

However, measures help provide the real value of programs (compared to other learning content services) by encouraging, tracking, and reinforcing behaviors that are reflected in real-life activity in your org's opportunities, cases, etc. Measures help you have accountability for performing real work, vs powering through content as fast as possible.
