Im trying to create assignment rules. But in my playground i dont see the option to create new or option to deselect " send email to members" an also the que name doesnt populate. Can someone help please

I have a different view of this menu.
Most likely, you may have entered somewhere incorrectly, although looking at the screenshot, it seems you were doing everything right. Perhaps your Playground is not updated? Try performing these actions in a recently created Playground. For example, here’s a screenshot from a Playground that was created a few days ago:
