Created groups (public and private) with different users. In sharing settings, Secure guest user record access is ON Previously, when the sharing settings perm is off, groups are visible to guest user. But now am not able to turn this off. So without turning the sharing perm off, what settings are required for groups to visible to guest.

I believe this is a security setting that gets enforced by salesforce platform. If you would want to turn this off.. you can raise a case with salesforce support and check accordingly.
