Locking everyone out! That would indeed be a headache!
In SETUP search for "My Domain".
I there, you'll see the "Authentication Service" options that have been enabled for your users. I suspect that your SSO service is selected, but "Login Form" has been deselected. Edit this section ("Authentication Configuration") and turn "Login Form" back on. At the same time... if you wish... you can turn off you SSO Service here as well.
Once you've turned on "Login Form", your users should now get the option to use Username and Password to authenticate when logging in.
