Sign Up for a Developer Edition Org with Special Configuration Issue

Question

I am having trouble creating a special Developer Edition org that contains special configuration and sample data. When I request it from Salesforce, I do not receive an email with the organization details to log in. Is anyone else experiencing the same issue?
