Create a validation rule that displays an error message and prevents a user from creating or updating a contact if two conditions are both true.

I am getting this error (We can't create a contact by itself (without an associated account). Make sure the validation rule applies ONLY when the contact has an associated account.) and tried every single thing still don't understand whats the problem i am facing please help me solving this problem.
