Communities user to create contacts

I am setting up communities with the license type Customer Community Plus Login. I have granted Read/Write access to community users through criteria based sharing rules. The user can add a new custom object, edit a contact and edit the account they are associated with. When they try to create a contact they receive this error:

Cannot Assign Portal Account or Contact to Portal User You cannot assign a Portal Account or Contact to a Portal user. Please choose a different user. Click here to return to the previous page.

Any help?

need to create a user with contact then have to use that user
