Is there a way to set the case escalation to consider public holidays before escalating a case. 

 

Or is it better to switch from case escalations to entitlements and milestones? If it is can we get milestones to consider public holidays

    Yes you can, just setup company holidays:  Navigate to Setup | Administer | Company Profile | Holidays.
