Exactarget + Litmus vs Marketing Cloud

I've not used any of these products before but I'm hoping to gather some information from any admins who have worked with both/any. We have an outside company managing all emails for our company and they use Exactarget and Litmus to design, create, send and track all mass email communications. As of recently, they are now looking to design, create, send and track individual-based emails via the same tools.

 

Should this be a red flag? Wouldn't individual-based emails be better served leveraging Salesforce workflow rules? I don't know enough about any of the above tools to know whether they CAN leverage Salesforce workflow rules and still be designed and tracked via the external tools but still user Salesforce workflow emails?

 

Can someone help? I do have a call in to the marketing cloud support team to gather more info but wanted to see if my community friends also had some insight! Thanks!!!

    P.S. The Exactarget IS integrated with Salesforce. But the reason the company is saying they want to create, send and track outside of salesforce is because "ExactTarget has full HTML to develop the email and provides analytics of the campaigns performance. We also track the email read and engagement through our Litmus tool, which we couldn’t do through a SalesForce workflow email".
