trying to complete the Control Access to the Org challenge and keep getting the same issue of can't find user with salesforce selected in the license field

When I create the test user, I follow the steps outlined in the module and get stuck on User License and Profile. The only Salesforce licenses I see are Salesforce Platform with a default Profile of Standard Platform User, and Salesforce Integration with a default Profile Minimum Access - API Only Integrations. Neither seem to work when trying to complete the challenge and there aren't any other directions in the trailhead module to overcome this
