I'm working with a partial sandbox and wanted to confirm that sandboxes don't have a record limit anymore and only have size limits (5gb for records in a partial)

Sandboxes use a storage size limit. And considering that records are an average of 2KB in size, you're looking at ~2,621,440 records for a 5GB sandbox.
For a partial sandbox specifically, your template determines which object have data copied from Production during refresh, up to 10,000 records per selected object.
