Hi Mike,
When a new user logins first time is asked for the password .Next ,the user will select U2F factor authentication and is asked to insert the key for registration. When registration is completed ,an email is sent automatically to the user that notifies the user that a key was registered on his account .The concern is that the user is supposed to authorize the key registration with a pin number or to click on a link received by email to authorize the registration.
We don’t see the same issue for an existent user who initially used Salesforce Authenticator. It works as expected ,but for a brand new user who never used salesforce account ,it is a little problem.
