Tasks are related to case, also I dont have any sharing rules on case and activity, task sharing setting is 'controller by parent' and account sharing setting is 'Private' for community user.
I have tried to change account sharing setting to 'Public read only' but still unable to see other uesrs task.
Any idea where else I should check for thsi requirement?

I have found what the issue was, users belongs to same account can see each others task, if "Public" field in Task object set to "true" and visibile to partner community user profile.
