Is there another way to contact the billing department at Salesforce in order to resolve the issue of not receiving billing for our 25% portion of the licenses that we onboarded for our first customer in December?

If you're working on a Salesforce Partner and you have one of the Marketing Cloud Certifications, for example, Email Studio Specialist you can request a "Marketing Cloud Training Org" and you AE can help you with that once the CASE is created thru the Partner Portal.
