I am still in salesforce classic and want to migrate to Lightining Experience and received the information to use the Optimizer. But it seems not to work for us. See attachment. How should I proceed. I know I am very late.

Try switching to Lightning Experience, go to Setup - Optimizer. To run Salesforce Optimizer you need these permissions: Customize Application, Modify All Data, AND Manage Users. Check out the links below for more information.
