So I am currently having an issue with one of my business units in that engineers are creating service reports before they have completed there service appointments. Is it possible for users to only create a service report based on conditions i.e a service appointment must either have a status of Completed or Cannot Complete #Salesforce Field Service

I am getting an insufficient privileges error when I hit the new button on the service report template. Can anyone help with this?
