Not able to complete and earn badge for "Migrate Users with User Access Policies". When i am creating hands-on org it is not creating public group for this badge. I tried creating group and completing module, however despite policy is applied it showing error for challenge check.

It looks like the ‘Tier_3_Group_Setup user access policy was not applied. Make sure you’ve applied the policy and haven’t automated it.
I was having the same issue. I had completed the challenge as outlined, but still received the exact error you did, "Tier_3_Group_Setup user access policy was not applied. Make sure you’ve applied the policy and haven’t automated it.
My issue was that I was using a previously created Dev org that I has connected to my Trailhead Playground. This forced me to create my own users, create the Groups necessary for the criteria and actions within my User Access Policy. This allowed me to complete the challenge in the previous module, but not this one.
What resolved the issue in this module for me, was going back to the previous module, Create a User Access Policy (

https://trailhead.salesforce.com/promo/orgs/user-access-policiesOnce a new Dev org was created from the Create a User Access Policy challenge, and connected to an existing Trailhead Playground, everything worked perfectly. The users were already created for me. The groups were preloaded into the environment. All I had to do was reactivate User Access Policies in User Management Settings and then configure the Tier 3 Group Setup User Access Policy as outlined in the
Migrate Users with User Access Policies challenge.
