Set Up Provider Search Issue - Still unable to enable provider search after adding the correct permission sets

Hi - I am having issues enabling provider search. I have added the data pipelines base user permission set and already have the health cloud foundation set added. I am an administrator also. But I still cannot enable this so am unable to complete the module in trailhead... Can anybody help?? I have attached screenshots of error and also of my user permission sets.
