When the user with that profile goes to view a Case, they can see the field, but it is still Read Only. I don't have the "read only" field checked when I set the field level security. So, i'm confused.
Where else do I need to set the security to allow any user with this Profile to be able to edit this case field?

As you said it is picklist field ,Do you use record types? If yes ,then might be there are no values included for that Field for that Record type & the field may be set to required on the pagelayout by which when the User edits the page ,only the None value will be displayed & it will be un-editable.
