I am trying to create an agent outside of Salesforce and connecting to a developer sandbox, however I keep receiving this error Username-Password Flow Disabled in the login history. I have enabled Allow OAuth Username-Password Flows from OAuth and OpenID Connect Settings and looked at the posts related to this, I cannot open a support case as it is not supported in developer sandbox, is anyone able to help with this?

External Apps don't support OAuth Username-Password Flow, since it is not a secure way of connecting as it exposes the username and password over the connection. However, If you are keen on using this flow then create a Connected App instead of External App.
If you are not seeing the option of "Create a Connected App" in App Manager, it might be disabled.
You can enable by following the below steps:
From
Setup in Lightning Experience, in the Quick Find box(Setup Home), enter External Client Apps, and then select Settings. Turn on Allow creation of connected apps.
Here you'd get the option to create a connected app as well. The rest of the steps remain the same as you have followed to create the External App.
