I am trying to create a column in a data table that is a link to a Contact record. I have not found a way to do that. I have a formula column that uses the HYPERLINK function and it works in a data table in a screenflow. However, it does not when populated in a data table in a flex car.

Flexcards don't natively support creating clickable links within data tables. However, there's a workaround you can use to achieve a similar outcome.
