Block Pricing Calculation Stage

Where in the Calculation Sequence is Block Price set?

I am using a Picklist field for my Quantity and push the value into the native Quantity field in a price rule that runs On Initialize. When updating the picklist quantity, Block Priced products are requiring two calculations to update. Assuming this means Block Price is set before On Initialize, so is there any way around this?

I use a picklist field to restrict quantities available by product (it's a dependent picklist based on a field on the Product/PO/QL)

Is there a better solution besides creating a price rule to manually set the Block Price based on the Quantity Picklist value?
