If an Opp has both a regular full soft credit Contact Role, and also a partial soft credit record for the same Contact with the same Role, does NPSP know not to add together the two amounts when rolling up soft credits? Which amount wins?

That's the normal design of Partial Soft Credits. You will always have a full Contact Role record for every partial record. NPSP won't duplicate, and the partial record will win. :-)
