Engagement Studio trying to determine why journey was set up a certain way

The last Email manager at my company set up two email journeys in Engagement Studio and I'm not sure why they were set up this way.  Both journeys are for when a person visits a certain page twice and not have not yet applied (were a college) they receive an email.  Both journeys go through a couple of checks (which I understand these) but then it asks the Question Last Name does not conatin A.  Yes receives an HTML verstion of the email and No receives a text version of the same email.  I am not understanding the logic behind this choice.  I'm setting up a similar journey for another page on our website and want to make sure I"m following best practices so I would like to understand the logic behind this choice.

    Hi Elizabeth,

     

    to put your mind at ease. I don't understand this logic either. The only explanation I can think of: maybe the person wanted to test the decision split and see if the separation works?
