Hi,
Force.com is the platform provided by Salesforce.com to developer custom applications using point and click or using apex and visualforce.
Sales cloud, Service cloud etc is build by leveraging force.com. So if an user buys force.com license he will not able to access standard objects of sales cloud or service cloud.
