Agent Customization with Apex - Coral Cloud Agent has no Subagents

Hi everyone,

I'm stuck on the "Create an Apex Agent Action" unit of the Agent Customization with Apex badge.

I'm using the special Agentforce Developer Edition. The CheckWeather and WeatherService Apex classes are present, but:

•  Coral Cloud Agent shows 0 Subagents. 
•  The New dropdown is empty. 
•  There are no Agent Actions or Subagents in Setup. 
•  Preview fails with the error: "Bad Request: Invalid user ID provided on start session." 

I've already tried incognito mode.

Has anyone faced this issue? Is this an org provisioning problem or is there an additional setup step I'm missing?
