I put the user license as Salesforce but when I go to check my work, there is an error saying: The new user doesn't have the Salesforce license. In the License field on the user record, choose Salesforce.

Did you create another user with a similar name/username that doesn't have the correct info? If so that is probably causing issue with the validation.
