Create My Trailblazer Journey App Issue

Receiving this error when I try to save my app after adding system administrator profile and the other two: We can't save your changes because one or more of your utilities doesn’t exist. Try again or ensure that all your utilities are still valid.

I looked at other issues, but most seemed to involve not having English as the default language; I double-checked this and mine is set to English.
