I've created the report and row-level formula to the challenge specifications and keep the error that the step is incomplete.

We have verified this in your org and see that 'Opportunity with Formula' report hasn't been created as per the badge requirements. We have made the necessary changes and were able to complete the step successfully. Please find the below screenshot that confirms the same.
