Aggregated Record should show only one value from granular data from different table and assign that respective star value to aggregated value.

Can anyone help me with this calculation please. Tried in different ways no luck.

I have data from table A - this table values should check for the stars from different table Table B in the range between start and end rate and assign the star respective of that Rate, Please find the attached twbx and Excel for reference.
